The DoD Director of Operational Test and Evaluation (DOT&E) is responsible for approving the adequacy of plans for operational test and evaluation and for reporting the operational test results for all Major Defense Acquisition Programs (MDAPs) to the Congress, SECDEF, Service Secretaries, Under Secretary of Defense for Research and Engineering, and the Under Secretary of Defense for Acquisition and Sustainment.

Each year, DOT&E is required to submit a report to Congress and the Secretary of Defense (SECDEF) on the status and progress of each major DoD program currently in development.
