White House: No veto bait in Senate's FY10 Defense Approps BillThe Obama Administration today released its "Statement of Administration Policy" relative to the FY10 Defense Appropriations Bill currently before
the Senate. Unlike in the House Bill, where the Administration identified deal-breakers in the House's provision
of unrequested funding for the F-35 alternate engine and the VH-71 Presidential helo, the Senate bill apparently contains
no provisions for which the White House threatens a veto. This comes as a bit of a surprise, as the Senate Bill does
contain $2.5 billion in funding for 10 unrequested C-17 airlifters. In expressing its "strong
objection" to the added C-17 funding, the White House notes that "analyses by DoD have shown that the 205 C-17s
in the force and on order, together with the existing fleet of C-5 aircraft, are sufficient to meet the Department’s
future airlift needs, even under the most stressing situations." It looks like more GLOBEMASTERS are
on the way.

USAF Releases Tanker Draft RFPBright and early this morning the USAF issued its long-awaited draft Request
for Proposals for the KC-X tanker -- see here. In case you missed yesterday afternoon's Press Briefing on the new
"Best Value" source selection plan, see here... The slides for said briefing are here. Boeing's first take on the contest is here and the company is said to still be mulling which tanker (767 or 777) it will propose. Northrop Grumman, for its
part, "applauds" DoD and the USAF for "re-starting the effort" and notes that the company "is looking
forward to competing for and winning the contract again."

KC-X... take two... or is it three? The Pentagon has announced that DepSecDef Bill Lynn, USD(AT&L)
Ashton Carter and SECAF Michael Donley will conduct a press briefing at 4 pm today on the upcoming draft request for
proposal for the KC-X tanker recapitalization program. Hill briefings on same are taking place this morning. Stay
tuned, fireworks are sure to ensue...

DoD to relaunch star-crossed KC-X source selectionInside Defense is reporting that Deputy Defense Secretary William Lynn, Pentagon acquisition executive Ashton
Carter and Air Force Secretary Michael Donley plan to brief key lawmakers this Thursday on the DoD's new acquisition strategy
for a fleet of USAF refueling tankers. The publication cites sources noting that industry will be briefed on a draft
request for proposals later in the day.

PACOM's Admiral Keating: Candor on contemplated carrier cancellation At a breakfast meeting with reporters
last week in Washington, PACOM Commander Admiral Timothy Keating responded to recent reports that Obama Administration officials
were considering sacrificing an aircraft carrier and its associated naval aviation assets as part of the Quadrennial Defense
Review (QDR).

Keating, who will retire next month after 42 years in the Navy, noted that the decision to cut a carrier strike group had
not yet been taken, but opined: “I worry -- I'm concerned that decisions will be made that reduce force levels to an
extent that we will not be able to execute the missions that we've been given…. If you take a carrier
away from us, that's a huge deal. If you take away a fighter squadron, that's a huge deal. One or two less
of higher-quantity systems -- that's reasonably easy to accommodate."
Here’s hoping that senior officials – including those who aren’t retiring next month –
will feel free, and perhaps even compelled to express their professional opinions as far-reaching force structure
decisions are made in the weeks and months ahead.
