Might we actually see a FY10 Defense Approps Bill by FY10 ?
Despite rumors to the contrary, the Senate Defense Appropriations Committee mark-up is on tap to commence this morning at 10:30 am.  Full Senate Appropriations Committee mark-up is set for Thursday afternoon at 2:30 pm.  Senate Floor consideration will be either next Monday or Tuesday.  A quick House-Senate Defense Appropriations Conference is expected to follow.  The Obama Administration's veto threats notwithstanding, it looks like we might have an FY10 Defense Appropriations Bill in place by FY10 !

The Army's Ground Combat Vehicle: Foreign Firms Need Not Apply?
When SECDEF Robert Gates announced this summer the scuttling of the manned vehicle segment of the Army's snakebit Future Combat System (FCS), observers speculated, and Army leaders soon confirmed that the Service would take a more practical approach toward modernizing an aging U.S. combat fleet.  Army Vice Chief General Peter W. Chiarelli subsequently confirmed that the Service's new Ground Combat Vehicle (GCV) would eschew futuristic/exquisite approaches with the objective of fielding the vehicles to the warfighter within 5-7 years.  Indeed, General Chiarelli spoke of the imperative to survey the world to bring the best technology and systems and to bear on the requirement as quickly as possible.  Now, with last week's release of a Sources Sought Solicitation, comes a rather disappointing confirmation that the Army's traditional not-invented-here proclivity has reared its head again.  Says the announcement: "it is anticipated that a requirement for contract performance will include the ability to handle classified (SECRET/NO FOREIGN) information."  So much for seeking the best for the warfighter and taxpayer.
