Deja vu again... insanity on KC-X acquisition strategy?
So word's out.... kinda... Press reports have the Air Force Secretary and Chief of Staff promising Washington State Congressional Members a May release of a draft request for proposals (DRFP) for the KC-X tanker competition do-over.  This DRFP would be followed six weeks later by a formal RFP that would result in a new KC-X winner -- a single winner -- to be announced early in 2010.  Despite the Air Force's apparent inability to get this (any?) source selection right over the past five-plus years, and despite the certainty that its next source selection decision will be protested, the Service, with strong backing from Secretary of Defense Robert Gates, appears steadfast against a "dual buy" solution favored by many observers -- and a handful of legislators -- who just want a new tanker fielded.  Albert Einstein once said that "the definition of insanity is doing the same thing over and over again and expecting different results."   Here's hoping that cooler heads prevail on the Air Force's long-standing number one acqusition priority and that Dr. Gates' threat to "lay down on the tracks" over the source selection strategy is a negotiable position as he works through a litany of proposed program cuts and kills with the Congress.
